I just wanted to share this piece of information to the readers out there who desires to open a PayPal account in Philippines. As I have experienced, this is the most convenient way of getting a PayPal account with a minimal charge. This is only a three easy step processes. Kindly refer to the procedure below; I hope this information helps you
How to Open PayPal Account Using EON Card?
- Go to the any branch of Union Bank and ask the teller to apply for EON Card. This is the easiest and cheapest way of having credit/debit card to be accepted in PayPal. It requires an annual fee worth of Php 350.00 and does not require initial deposit cost.
- You will receive an email from Union Bank confirming that the card is now available.
- Enroll the EON Card to the Union Bank online banking. It will take 48 hours to process this request.
- You need to deposit at least Php 100.00 for the PayPal verification fee amounting to $1.95.
- Afterwards, you can now enroll the Eon Card to PayPal.
- As part of verification process, you need to specify the Expanded Use Number (EXPUSE).
- After you have received the EXPUSE number you can now submit this to PayPal and get verified.

@Rach: If you enrolled your Eon account for online banking (2-days ma to activate), you can log-in and check your latest transactions- but allow for 2-5 days for UnionBank to reflect the Paypay Expanded Use Code (PAYPAL####), i.e. 4-digit code right next to Paypal charge (you won’t miss it). Gluck!
I tried linking my Eon card with paypal but i got denied. I followed all the tutorial steps. deposited 300 to my account but Paypal says that “This credit card has been denied by the bank that issued your credit card. For details on why your card was denied, please contact your credit card issuer’s customer service department. Or, you may want to try adding a different credit card.” What should I do now? can you please help me? thanks in advance!

You linked your debit or credit card to your PayPal account on May 12, 2011. To make sure the card is yours, we made a small charge to it that you’ll need to confirm (and we’ll refund the money to your PayPal account when you’re done).
The charge creates a unique 4-digit code on your card statement. If you don’t see the charge right away, don’t worry – sometimes it takes a few days to show up. If you can’t check your card statement online, check your paper statement when it comes in the mail (this can take up to 30 days). You will find the charge from PayPal with a 4-digit code.

How to confirm your card and complete verification:
Check the description field of your credit card statement or bank statement (for debit card) for your 4-digit code (pin number) and the word ‘PayPal’ or ‘PP’. Some examples to help you recognise your code:
For Visa/AMEX/JCB:

For MasterCard:
PP*4321PAYPAL — *EXPUSE
Log in to your PayPal account again and go to your ‘Overview’ page
Click ‘Confirm my debit or credit card’
Enter your 4-digit code (1234 or 4321) to complete verification.
Don’t worry. The small amount we have charged you will be refunded to your PayPal account within 24 hours after you complete the process.
